For a lake with no recent or reliable data, this is the first step — and it is the one that every grant application, treatment plan, and restoration proposal will later be built on. The call decides what your baseline should actually contain. A deep stratifying lake and a shallow well-mixed one need different starting panels. A lake with a decade of volunteer Secchi readings needs different work from one with nothing. The most common outcome is a smaller, better-targeted first year than the caller was expecting, with a plan for what to add in year two. Bundles are not fixed baskets, and that is deliberate.
